What a Home Report does not tell you about a property in St Andrews

Every buyer of a property in Scotland already receives a Home Report before they make an offer. What the Home Report does not tell you is what any of that will actually cost to fix under the constraints that govern St Andrews properties, whether the changes you want will receive consent, or whether the property carries a licensing status that could be worth more than the renovation itself.

St Andrews is not like other Scottish towns. The layers of constraint here are unlike anything elsewhere in the Sweet Homes service area. The density of listed buildings in the parish is extraordinary: in and around the town centre, the probability that any property is listed, or immediately adjacent to one, is very high. Listed building consent is required not just for external alterations but for internal works that affect the character of a listed building, including changes to original joinery, panelling, fireplaces, and floor surfaces. The Home Report does not assess listed building status or what it means for your renovation plans.

There are also two overlapping conservation areas, each with its own character appraisal and planning expectations. On top of the planning authority’s standard processes sits the St Andrews Preservation Trust, founded in 1937, whose planning committee meets fortnightly to review every application in both conservation areas. This is an active body with a genuine record of influencing planning outcomes. The Home Report does not mention it.

Then there is the HMO question. Whether the property holds a House in Multiple Occupation licence, whether that licence is transferable, and what happens to the licence value if renovation works affect bedroom count, means of escape, or fire detection are all questions that no surveyor, architect, or Home Report addresses. In St Andrews, under the overprovision policy in place since 11 April 2019, a licensed property is worth significantly more than an identical unlicensed one, and a lost licence cannot be replaced. That is a feasibility question of the first order.

Finally, there is the fabric of the buildings themselves. Properties in the town centre may have walls, foundations, and structural elements with multiple centuries of accumulated alteration. A rubble wall on North Street or South Street is not just old: it may have been built, modified, repaired, and modified again across several building phases, each using different materials and techniques. The behaviour of these structures is fundamentally different from Victorian or Edwardian construction. The Home Report assesses current condition; it does not tell you about the historical construction phases or what they mean.

Why St Andrews needs local knowledge, not generic survey

Since April 2019, Fife Council has operated a no-further-growth policy on HMO licences. A licensed property carries the licence as an asset. Local agents report a premium of £50-80k on licensed vs identical unlicensed. A lost licence cannot be replaced. Renovation that changes bedroom count or fire detection can trigger a licence review.

Listed building density is extraordinary

In the Central Conservation Area (designated 1971), the probability that any property is listed, or immediately adjacent to one, is very high. Listed building consent is required for internal works affecting character including changes to joinery, panelling, fireplaces, and floor surfaces. The Home Report does not assess listing.

Preservation Trust reviews every application

The St Andrews Preservation Trust (founded 1937) meets fortnightly and reviews every planning application in both conservation areas. Proposals harmful to character are objected to, and Trust objections carry weight. This is an active body, not a token consultation.

Medieval rubble behaves differently

Rubble walls on North Street or South Street may have been built, modified, and repaired across multiple centuries using different materials. Dampness management through breathability rather than exclusion, low ceilings, limited window openings. Very different from Victorian or Edwardian construction.

What this actually costs you

The Pre-Purchase Feasibility Check is a fixed fee of £350 + VAT, agreed in writing before the site visit. The price you agree is the price you pay. If you proceed with Sweet Homes for the renovation work within 60 days, the fee is offset against the project cost. Why is an HMO licence worth so much in St Andrews?

Since 11 April 2019 Fife Council has operated a no-further-growth policy on HMO licences across St Andrews, following community concern about the university’s dramatically expanded student population. For private purchasers, the cap means no new HMO licences are being granted. A property that currently holds an HMO licence carries that licence as an asset.
